    NOTICE OF REQUEST FOR PROPOSALS

    De Witt County, Texas is soliciting sealed Request for Proposals (RFPs) for Fully Insured Group Medical Benefits for eligible employees, elected officials, and their eligible dependents.  This procurement is being conducted pursuant to Chapter 262 of the Texas Local Government Code.

    Proposal specifications will be available beginning June 17, 2026, on the De Witt County website at https://www.co.dewitt.tx.us, may be obtained from the DeWitt County Human Resources Department at (361) 275-0888, or viewed here.

    All sealed proposals must be received at the office of the Human Resource Director on or before 3:00 p.m. on Tuesday, July 7, 2026.  All proposals are required to be in a sealed envelope or box plainly marked "GROUP MEDICAL PROPOSAL."  One (1) original and four (4) copies of each proposal must be submitted.

    Questions must be submitted in writing by 12:00 p.m. on Thursday, June 25, 2026 via e-mail to HR@dwcotx.org.  Responses to questions, along with any addenda, will be posted on the De Witt County website on Monday, June 29, 2026.

    All proposals shall be net of commissions for medical coverage and include only industry-standard commissions for dental and vision coverage, if applicable.

    Proposals will be opened in the office of the Human Resource Director located at the De Witt County Annex, 102 N. Clinton St., Suite 230, Cuero, Texas 77954.  Only the names of proposers will be announced.

    The County will evaluate proposals based on the criteria contained in the RFP and anticipates announcing the award selection at the Commissioners Court meeting on Monday, July 13, 2026, at 9:00 a.m. The Commissioners Courtroom is located in the De Witt County Courthouse, 307 N. Gonzales Street, Cuero, Texas 77954.

    The County reserves the right to reject any or all proposals, waive irregularities or informalities, and accept the proposal deemed to be in the best interest of the County.
